learner's permit?

Your NY learner's permit is the official DMV document that lets you legally practice driving.

One more thing —
pre-licensing course.

New York State requires you to complete one of these before your road test:

Option A — Driver's Ed (completed through school or a driving program) — only for under 18
Option B — 5-hour pre-licensing course (a live 5-hour class taught via Zoom, $50 — required if you didn't do Driver's Ed)

Getting your NY learner's permit

How to get your
learner's permit.

Most people are done in a single DMV visit. Here's exactly what to do.

The 4 steps

1
Study the NY Driver's Manual
Download it free from the NY DMV website. Every permit test question comes directly from this manual. Pay close attention to road signs — 4 of the 20 questions are signs, and you must get at least 2 right.
2
Gather your documents (6 points of ID)
A U.S. passport = 4 points. Social Security card = 2 points. That's your 6. Also bring proof of NY residency — a utility bill, lease, or bank statement works. Fill out form MV-44 beforehand to save time at the DMV.

Under 18? A parent or guardian can sign form MV-45 for ID.
3
Visit any NY DMV office
Take the written test (20 multiple choice questions — you need 14 correct to pass) and a vision test. Pay the fee. You walk out with your permit the same day. It's valid for 5 years.
4
Come back here
Once you have your permit, you're ready to book lessons. We'll handle the car, road test appointment, and pre-licensing course — you just show up and drive.

Under 18?

A parent or guardian must sign form MV-45 at the DMV. You'll go through the Graduated Driver License (GDL) program — hold your permit for at least 6 months and complete 50 hours of supervised driving (including 15 hours at night) before your road test.
If you can't complete Driver's Ed, the 5-hour pre-licensing course is an alternative — but you'll receive a junior license (Class DJ) with the restrictions below. All restrictions end automatically when you turn 18.
Junior license restrictions (Class DJ):
· No driving in NYC (the five boroughs) at any time — this applies regardless of where the license was issued. This is the most important restriction for VMARE students.
· Unsupervised driving allowed 5 AM–9 PM only (outside NYC)
· Maximum one passenger under 21, unless immediate family
· All passengers must wear seat belts
Want to drive in NYC or avoid these restrictions? Complete a NY State-approved Driver's Ed course. At 17, a Driver's Ed graduate receives a full Class D license — unrestricted driving anywhere in New York State, including NYC.
Got your permit? You're ready to book.

"We cannot say enough good things about Vince, Ron and the entire VMARE family. They taught both of our daughters and not only had them each pass their test on the first try. But made them competent and confident drivers. Vince is a pleasure to deal with and truly cares. I could not recommend more highly!!"

"I passed my road test! My main instructor was Vince, and he was exactly what I needed! Very strict but effective. I had failed my road test last year because I wasn’t ready, but after lessons with Vince (and a lesson with Ron too), I became a much more confident driver. Thanks to their guidance and patience, I was fully prepared and finally passed my test! Highly recommend this school if you want instructors who push you to do your best!!"

"Used VMARE driving school for extra lessons after my daughter finished her drivers Ed classes. Vince was amazing and knew exactly what she needed giving her a few lessons and then a mock test to make sure she was ready for the real test. He set up her drivers test, appointment, picked her up the day off and took her there and back. Was seamless, incredibly easy and he walked us through everything. She passed her test on the first try! Would highly recommend! "
